Accent Composer

Accent Composer simplifies the process of entering accented characters and other symbols into any Windows program.

It lets you enter any character, in any program, with an easy-to-remember sequence of keystrokes. No more copying and pasting from the Character Map application or remembering codes like Alt-0193. You can also set it up to produce text snippets, sections of text of any length, with similar keystrokes. Unicode compatible.
